Часи, коли вечорами, гопники знімали з беззахисних перехожих шапки чи прикраси, назавжди пішли у вічність. Так само як і часи, коли бандит сидів у тюрмі і йому було заказано шлях до політики чи державної роботи.
Тепер модно серед білого дня «віджимати» магазини, земельні ділянки, цілі підприємства. Бандитським промислом займаються не безробітні, чи умовно-достроково звільнені, а цілком пристойні респектабельні політики та бізнесмени, у яких є і хліб, і до хліба.
«Двічі несудимий» настільки знівелював негативне ставлення суспільства до грабежів та розбоїв, що злодійство і рейдерство стало звичним явищем. Крадуть усе: бюджетні гроші, чужі заводи і фабрики, гроші з Пенсійного фонду, з ПДВ, приватні вклади в банках. І чим нахабніше злочин, тим більші «респект і уважуха» бандитського оточення.
І після Революції Гідності нічого не змінилося. А кажуть, стало ще гірше. Правоохоронні органи так дореформували, що допомоги від них дочекатися годі. Поліція ввічлива, чемна, гарно одягнута, але цілком безпорадна. У боротьбі поліції з корупцією та злочинністю перша остаточно і безповоротно програла. Бандитизм в усіх його проявах став державною релігією, хоча окремою статтею в Конституцію його ще не ввели.
У державі, де майже все розграбовано, заробити гроші можна лише або з дірявого бюджету, або шляхом рейдерських захоплень. Так сталося ранком 19 липня п.р. на вул. Симиренка 17-б, що на столичній Борщагівці. Працівники КП «Благоустрій» не маючи жодних на це документів та правових підстав, вирішили знести огорожу приватної земельної ділянки та демонтувати споруду, яка належить на праві приватної власності ТОВ «Осарт-Інвест».
Разом з огорожею, у невідомому напрямку вивезли, себто вкрали, і бетонні блоки, і панелі перекриття, і регелі, і арматуру всього на суму 820 тисяч гривень.
Національна поліція зафіксувала злочин і… порекомендувала звернутися до суду. Синхронно з нею, не надаючи пояснень про причини зухвалого порушення закону, порекомендували звернутися до суду і представники КП «Благоустрій». Під загрозою демонтаж незавершеного будівництва – 5-ти поверхової будівлі, яка належить на праві приватної власності товариству. Його вартість разом із земельною ділянкою, – десятки тисяч доларів США. Підприємство за власні кошти придбало згідно договору купівлі-продажу від 22 листопада 2006 року в Київської міської ради, а також за власні кошти побудувало спортивний майданчик по вул. Булгакова, 2-а та 4-а, про що йдеться в газеті «Святошинські вісті» від 07. 2008 р.
Нагадування про законне право звернення до суду в нашій державі звучить як знущання. Судова тяганина може тривати роками, потім роками може тривати виконання рішень суду, потім роками може тривати розслідування проти рейдерів. А поки знесилений і знекровлений громадянин України, нібито захищений Конституцією, буде відстоювати свої законні права, бандити з влади будуть нахабно користуватися його власністю і плодами його праці.
Але придивимося до типової на сьогодні рейдерської атаки на чужу власність пильніше. Хто ж стоїть за цією схемою?
На місці події першим з’явився депутат Київради від «Батьківщини» Ваган Товмасян, відомий у столиці підприємець та забудовник. Саме він вкрав у киян частину парку «Орлятко». У змові з ним ще кілька діючих депутатів, подейкують в Київраді. Вони з різних фракцій, але їх об’єднує спільний незаконний бізнес. Тепер не зрозуміло кого в Київраді більше: політиків, громадських діячів чи бізнесменів, яким байдуже під прапорами якої партії перебувати. А на службі у цього угрупування не хто інший як Тарас Панчій. Цей молодик нещодавно був простим ФОПом, помічником на громадських засадах народного депутата від партії «Удар» Олександра Мочкова, а відтепер відповідає за… благоустрій столиці європейської держави.
Так, сьогодні дуже модно – без досвіду, освіти, кваліфікації – одразу на високі державні посади з мільйонними оборотами. Google навіть фіксує ігнорування паном Тарасом офіційних запитів депутатів Київради від Самопомочі Наталії Манойленко та Наталії Шульги щодо незаконних забудов. То чи можна сподіватися на скору відповідь ошуканим власникам ТОВ «Осарт-Інвест»? Думаю, ні. Недотримання закону в Україні повністю звільняє від відповідальності. На жаль, такі реалії.
Створені ще Черновецьким сотні комунальних підприємств, через які відмиваються гроші міського бюджету, «успішно» функціонують і донині. Бюджет «Благоустрою» – сотні мільйонів гривень щорічно. Але чи можемо ми сказати, що наше місто чисте і охайне? Що в наших подвір’ях не смердить сміттям та нечистотами, що центром європейської столиці не ходять пішки армії пацюків? Ні.
Столиця європейської держави стала схожою на велику помийну яму. І якщо в центрі створюється видимість роботи, то на окраїнах не змінюється нічого.
Можна було б зрозуміти пильну увагу пана Панчія до огородженої недобудови по вул. Симиренка, 17б, якби весь Київ сяяв чистотою, якби вільно можна було б входити в метро чи на зупинки швидкісного трамваю, а не тиснутися між покупців обшарпаних МАФів.
Та, видно, має Тарас Панчій приватний інтерес, бо за просто так порушувати серед білого дня закон не наважиться навіть представник влади, яка перемогла в Революції Гідності. А скільки і що обіцяно – варто запитати у «представника опозиції» Вагана Товмасяна, чи його бізнес-партнера з «ЛНР», чи у інших депутатів Київради, які вклади в свій депутатський мандат великі кошти, а тепер потихеньку їх відбивають, нахабно забираючи чужу власність.
Але пан Панчій на публіці звітує про ефективну роботу, а паралельно кришує старі схеми відмивання та віджимання. І сталася така прикра подія на Симиренка саме тоді, коли мер Кличко разом з тисячами і тисячами православних гостей столиці саме готувався відсвяткувати свої іменини.
Цікаво, чи знає мер столиці Віталій Кличко про ті беззаконня, які чинить його випадковий однопартієць, колишня проста фізична особа-підприємець Тарас Панчій та група різношерстих депутатів Київради?
