Оновлення Закону про ЖКХ
Комітет з питань будівництва, містобудування і житлово-комунального господарства рекомендував Верховній Раді прийняти в першому читанні за основу і в цілому законопроект № 10228 «Про внесення змін до деяких законів України щодо врегулювання окремих питань у сфері надання житлово-комунальних послуг”.
Метою цього законопроекту є удосконалення чинних норм і положень у сфері надання житлово-комунальних послуг, а також врегулювання питань перехідного періоду, що виникають через введення в дію Закону «Про житлово-комунальні послуги», в частині регулювання надання послуг з управління багатоквартирним будинком.
Цей Закон передбачає:
– суттєву зміну системи взаємовідносин між виконавцями комунальних послуг та споживачами;
– можливість обрання співвласниками моделей договірних відносин у багатоквартирному будинку (до 1 травня 2020 року) та укладення відповідних договорів з виконавцями послуг з постачання теплової енергії та постачання гарячої води, централізованого водопостачання та централізованого водовідведення, поводження з побутовими відходами;
– визначення структури плати виконавцю комунальної послуги залежно від обраної співвласниками моделі договірних відносин у будинку;
– вимоги до формування та встановлення тарифів на комунальні послуги.
Відповідно до Закону у період з 1 травня 2019 до 1 травня 2020 року в Україні відбуватиметься хаотичний перехід споживачів від «старих» договорів про надання комунальних послуг до «нових». Такий перехід здійснюватиметься у кожному багатоквартирному будинку окремо, що не дозволяє підприємству оперативно переглядати тарифи у зв’язку з переходом окремо взятого будинку на нові договірні відносини.
У разі якщо співвласники багатоквартирного будинку не приймуть рішення про вибір моделі організації договірних відносин з виконавцем комунальної послуги до 1 травня 2020 року, між виконавцем і кожним співвласником буде укладеноіндивідуальний договірпро надання комунальної послуги.
Також зазначається, що тривалий перехідний період створює низку проблем із реалізацією органами місцевого самоврядування та НКРЕКП повноважень щодо встановлення тарифів на комунальні послуги.
Члени Комітету вважають, що прийняття законопроекту сприятиме удосконаленню норм і положень чинного законодавства у сфері житлово-комунальних послуг, врегулюванню питань перехідного періоду у сфері комунальних послуг, встановленню чітких і зрозумілих організаційних вимог у процесі укладання нових договорів про надання послуг з постачання теплової енергії, постачання гарячої води, централізованого водопостачання та водовідведення, поводження із побутовими відходами, а також вимог щодо формування та встановлення тарифів на ці послуги, уникнення різночитань та ін.
8 київських пляжів претендують екологічну на міжнародну нагороду «Блакитний прапор»

«Блакитний прапор» – міжнародна нагорода, якою з 1987 року щорічно відзначають пляжі, що відповідають 32-ом критеріям та вимогам.
У 2019 році до кандидатської стадії європейської організації подано вісім пляжів м.Києва для отримання міжнародної екологічної нагороди «Блакитний прапор». Наразі очікується офіційне рішення міжнародного журі.
Про це повідомив начальник Управління екології та природних ресурсів КМДА Андрій Мальований. «У цьому році КП «Плесо» планує відкрити 14 місць масового відпочинку населення на водних об’єктах, де можливий відпочинок із купанням (пляжі) та 18 місць масового відпочинку населення на водних об’єктах м. Києва, де можливий відпочинок без купання. Підготовка до початку сезону розпочалася», – додав Андрій Мальований.
Додатково інформуємо, що відзнака «Блакитний прапор» дається раз на рік. «Блакитний прапор» – міжнародна нагорода, якою з 1987 року щорічно відзначають пляжі, що відповідають 32-ом критеріям та вимогам. Незалежне міжнародне журі оцінює якість води, комфорт та безпеку на пляжі, екологічний менеджмент, заходи екологічної освіти, рівень рекреаційного сервісу тощо. «Блакитний прапор» – це перша міжнародна екологічна нагорода, отримана Києвом, яке є єдиним містом України, де є річкові та озерні пляжі (не морські), що отримали дану відзнаку.
Міжнародну екологічну відзнаку «Блакитний прапор» пляжі Києва отримують із 2017 року.
2018 році її отримали 7 пляжів – «Дитячий», «Золотий», «Пуща-Водиця», «Венеція», «Молодіжний», «Галера» та «Веселка
