Киянина, якого влаштовує якість столичних доріг, знайти важко. Щойно настала зима і українці знову можуть відчути всі переваги столичного асфальтового покриття, яке сходить разом зі снігом. І тут не в морозах справа, не у «важкому» кліматі, а в якості виконання робіт, рівно настільки, наскільки вкрадено. Вкрав 20% – на 20% якість знизилася. Вкрав більше – наступного року знову латати.
Нещодавно випав перший сніг – несміливий, тільки нагадав чиновникам, що скоро грудень, зима, і вона приходить планово, а не несподівано. Час перевірити готовність парку снігоприбиральної техніки, щоб люди знову не потерпали від снігових заторів. А ще його вчасно потрібно прибирати, бо якщо викидати на тротуари – пішоходам буде важко долати дорогу. Отже, зима завжди приходить за графіком. За графіком і закінчується. Неприбраний сніг заважає всім – і автомобілістам, і пішоходам. А весною він, чомусь, тане. Не прочищені стоки не пропускають усю воду і бруд. І знову вода заважає і машинам, і пішоходам. Люди – не дурні, і всі пояснення зразка 2013 від Автодору будуть сприйматися як знущання з відповідними протестними акціями.
У київської влади є геніальна заготовка: якщо трапляється зимова надзвичайна ситуація і вона не в змозі впоратися з нею – обов’язково читайте на сайтах таке : «У Києві зранку працює 300 одиниць техніки». І дарма, що ніхто її не бачив, але «вона працює».
Не знаю, чи хтось замислювався над тим, скільки було витрачено коштів на автомобільні розв’язки у Києві? Лік йде на мільярди. Їх якість і логіка очевидні. Особливо розв’язка біля моста Патона. Водії її оминають, бо блукають. Очевидно також і те, що збільшення кількості розв’язок не вирішить основної транспортної проблеми столиці – заторів. Їх у першу чергу створює транзитний транспорт, якого щодня у столиці сотні тисяч одиниць. Ми задихаємося від вихлопних газів автомобілів, які можуть спокійно продовжувати свою подорож Великою Окружною, якою нас дурять вже останніх років десять.
Зведення ще одного мосту нижче Південного суттєво покращило б ситуацію, в тому числі й екологічну. Але для цього потрібна наявність державного мислення у чиновників, а з цим не все так просто.
Нова влада Києва, яку обрали мешканці столиці, повинна повернутися до очевидних і надзвичайно важливих, хоча й давно відомих речей, реалізація яких значно полегшила б життя киянам, зробила б його мобільнішим. І не потрібно для цього великих коштів. Потрібна лише політична воля. Хіба важко утворити логістичну транспортну інфраструктуру, щоб важкі машини розвантажувалися під Києвом, а товар підвозився легкими вантажівками? Чи важко рішенням ради прибрати маршрутки і дати Києву нарешті нормальний муніципальний транспорт і реальний графік його роботи? І тоді буде менше заторів, невиспаних, п’яних та обкурених маршрутників. Чи потрібні великі кошти для того, щоб виділити землю і погодити проекти будівництва великих наземних і підземних паркінгів на головних в’їздах в столицю? Зовсім ні. Для цього потрібно не плутати державну кишеню з власною, повісити на дверях кожного міського чиновника табличку «Не вкради!». І тоді все буде добре.
