Київрада урізала видатки на громадський бюджет, але збільшила депутатські фонди. Що сталося?
Бюджетна комісія Київради заклала 120 мільйонів гривень у депутатські фонди, але урізала видатки на Громадський бюджет у 2022 і 2023 роках до 100 мільйонів гривень.
Бюджетна комісія Київради вирішила збільшити депутатські фонди до мільйона на депутата на рік, заклавши 120 мільйонів гривень. Натомість депутати урізали видатки на Громадський бюджет у 2022 і 2023 роках з 170 до 100 мільйонів гривень. Така практика обмежує громадське самоврядування на користь депутатського корпусу.
Депутатка Київради Ксенія Семенова пояснює, що гроші з програми вирішення депутатами Київради соціально-економічних проблем, виконання передвиборних програм та доручень виборців (депутатські фонди), депутати «зазвичай позиціонують як свої, не як гроші платників податків».
«Виборці так і сприймають – як благодійність. На що витрачають? На матеріальну допомогу – просто видають в приймальні, ставлять поштові скриньки, на яких пишуть своє прізвище, або ще якось», – пише Семенова, зазначивши, що процедури розподілу депутатами цих грошей немає.
Вона нагадала, що торік 56,2% цих грошей витратили на роздачу матеріальної допомоги, яка «видавалась в приймальнях депутатів».
Директор департаменту фінансів КМДА Володимир Репік пояснює, що ці 120 мільйонів не відповідають бюджетному кодексу, бо це не функція депутата видавати гроші чи робити ремонти. Для цього є інші міські програми.
На Громадський бюджет в цьому році спрямовується лише менше 0,3% від бюджету Києва.
«Щодо Громадського бюджету. Так, гарна ініціатива, працює, але гроші можуть лежати: поки за них проголосують, поки буде процедура. Якщо ми будемо бачити, що у нас є надходження до міського бюджету, ми можемо доголосовувати фінансування в Громадський бюджет і піднімати це питання. Якщо ми будемо бачити, що фінансування не використовується і Громадський бюджет не рухається, то воно залишається в тому ж вигляді, в якому є. На сьогоднішній день, на 2021 рік ми вже маємо затверджені проєкти. На 2022 рік ми будемо дивитись (чи збільшувати Громадський бюджет, – ред.): якщо в нас є збільшення надходжень – чого ми, на жаль, поки що не бачимо. В нас мінус 5 мільярдів надходжень до бюджету, тому що ми податкове навантаження на бізнес зменшували, і це теж треба враховувати», – пояснила зменшення ГБ депутатка Мирослава Смірнова з УДАРу, цитує Сергій Пасюта.
Днями КМДА опублікувала проєкт бюджету Києва на 2021 рік. Активісти вважають, що документ містить низку не надто актуальних, а то й непотрібних проєктів, натомість важливі ініціативи залишилися поза увагою.
